Dr. William L. Carlson was appointed Administrator, Office of Foreign Labor Certification, for the Employment and Training Administration effective June 5, 2006. Prior to this appointment, Bill served as the Administrator for the Employment and Training Administration Boston Regional Office for approximately 12 months.

Bill came to the Department with over 25 years of experience in managing Federal, state, regional, and local government operations, including considerable experience in strategic visioning and program implementation in workforce development systems.

Prior to his regional appointment, he served for two and a half years as the Chief for ETA's National Office's Division of Foreign Labor Certification in Washington, D.C. In this capacity, he re-engineered the Department's Employment-Based Immigration programs. Before coming to the Department of Labor, Bill was responsible for the development and management of a large ETA demonstration project where he tested whether a business model using a return on investment strategy could be applied to workforce training programs in the Information Technology and Bioscience fields in the DC, Maryland, and Virginia region. Bill also served for a number of years as the senior career deputy for the Commonwealth of Virginia's Department charged with administering employment and training programs.

Dr. Carlson is a native of Virginia. His educational background includes a Graduate Degree in Psychology and a Doctor of Philosophy Degree in Public Administration. He has held several adjunct faculty academic appointments where he taught graduate level courses in public administration.
