OFLC General Administrative Letters General Administrative Letters are issued by the Employment and Training Administration at the Department of Labor and provide additional guidance or information to the State Workforce Agencies regarding various subjects relating to foreign labor certification. Employers and foreign workers can review the documentation that has been disseminated prior to submitting their certification applications. This information may prove of assistance in the approval process.
