SUBJECT : SCA Wage Determinations for Occupations in Forestry for the 2004-2005 Season
DATE : August 20, 2004
  1. Purpose. To provide the Certifying Officers with updated information regarding the Service Contract Act (SCA) prevailing wages for occupations in forestry. SCA wage rates may be found on the DFLC Web site at www.ows.doleta.gov/foreign under Prevailing Wage Information, SCA Forestry Wages.

  2. References. General Administration Letter No. 1-95: Procedures for H-2B Temporary Labor Certification in Nonagricultural Occupations; General Administration Letter No. 1-95, Change 1: Procedures for H-2B Temporary Labor Certification in Nonagricultural Occupations, Title 20 CFR Parts 652, 655 and 656.40, 8CFR 214.2(h), 408 FR 2587.

  3. Background The attached information provides the SCA wage rates which should be used in processing forestry H-2B applications.

  4. Procedural Guidance. Disputes about an SCA prevailing wage should be referred to Nila Stovall, Chief, Branch of Service Contract Wage Determinations, in the Wage and Hour Division of the Employment Standards Administration, 200 Constitution Avenue, NW, Room S-3014, Washington, D.C. 20210. Disputes may only be filed by an employer who is currently bidding on a Federal contract. The DFLC National Office will be responsible for communicating any changes in SCA wage rates to the Certifying Officers.

  5. Effective Date. Immediately.

  6. Action Required. Certifying Officers are requested to provide this information to State Workforce Agencies and prevailing wage specialists for distribution to appropriate staff.
